Canada, also known as the “land of opportunity,” is a popular immigration choice due to its high potential and the many applications it has received since its express entry gateways opened. Canada’s New Immigration Plans 2024-26, revealed by the Immigration, Refugees, and Citizenship Canada (IRCC), promise to illuminate the path for hopeful newcomers, serving as a guiding light through the immigration guidelines.
Canada will welcome approximately 1.5 million new immigrants between 2024 and 2026, an immense rise from previous years. The 2021-23 immigration level plan report indicates that Canada received an estimated 401,000 newly arrived permanent residents in 2021, followed by 411,000 in 2022, and finally 421,000 in 2023.
According to the reports, Canada is expected to receive the most significant number of immigrants ever in the future years—500,000 every year.

A Brief Analysis:
- Economic Class: About 281,135 immigrants under the economic class will be welcomed in Canada in 2024, making up 58% of the annual goal. The report says it will increase to 301,250 immigrants or 60% of the yearly target in 2026.
- Family Class: The target for family class will be 114,000 immigrants in 2024, or 24% of all admissions. This will rise to 118,000 immigrants by 2026, which will also be 24% of all admissions.
- Refugee Class: The immigration level plan also outlines the targets for the refugee class. Canada aims to admit 76,115 refugees, 16% of all admissions. This target will help address the humanitarian crisis and fulfill Canada’s commitment to helping those in need. This immigration plan also holds room for more than 76,000 in the refugee class.
- Express Entry: The online Express Entry system processes Canadian permanent residence applications. It is the central part of the strategy. In 2024, it aims to make 110,700 permanent resident admissions.
- Provincial Nominee Program (PNP): The Provincial Nominee Program (PNP) aims to admit 110,000 immigrants. This target will help align immigration with labor market needs and regional requirements.
- French Language Skills: Don’t worry; you can earn extra points in the express entry system if you speak French and English. This plan emphasizes diversity with particular targets for French-speaking permanent residents. This plan will start from 6% in 2024 and increase to 8% by 2026. This aligns with Canada’s commitment to linguistic diversity.

Benefits of Immigration Level Plan
In 2022, Canada welcomed over 405,000 immigrants. This was the most significant number of immigrants Canada has ever received in a single year. The government is continuing this ambition by setting new targets in the immigration level plan of 485,000 permanent residents in 2024 and focusing on hitting this target of 500,000 by 2026. This plan will help attract newcomers to different regions of the country, which includes small towns and rural communities.
The main focus of this plan is on economic growth, with just 58% of admission in the economic class by 2025. To accept newcomers who meet the requirements, IRCC also takes advantage of new features in the express entry system. The immigration level plan aims to reunite more families faster and ensures that the proportion of Francophone new permanent residents outside Quebec is at least 4.4%.
